Smith; Ward 4 Council Fred Arbs, Riley Clark and W. D. Laswell. Ward 1 Board of Education William 'Bill' Edwards and Cleve Horner. Ward 2 Board of Education B. B. Brumfield and Alma Williams. Note: Roy Earp received 25 votes even though he had withdrawn from the race.
